The Sunday Observer : July 7, 1990

  Osama Manzar
Of the 28 buses, ten are out of order ... Of the 85 workers, 50 are present... And a few among them are busy playing cards. .. The HEC Transport Workshop shed depicts the scenario.
Insisting on anonynmity, a mechanic reveals that the entire department functions in a slipshod manner. Lazing around has become a work culture here, he adds.
When is surprising is that in this glaring foreground, he discloses, some staff mange to earn over time. Their jobs on which they claim overtime can be as trivial as going out to buy a washer or bolt of one rupee, he adds saying that over and above the drivers and conductors made extra money be ferrying passengers whenever they take out the buses for odd jobs. He points out that there were instances is the past in which some of them were even caught selling fuel and spares as well.
Another employee who is also too eager to blow the gaff informs this reporter that the state of affair has gone from bad to worse over the years. Adding meant of his statement he cites that the transport department which had always been under the headquarters been under the headquareters was merged with the Heavy Machines Boring Plant in 1987, but after three years, he added, the transport department was again centralized in April 1990. Things deteriorated when it was put under the HMBP, according to him and it would take at least six months to improve as the department would be looked after by the headquarters now, he hopes.
Many senior executives of the HEC misuse the transport facility provided to them under the Corporation Rules, alleges an officer who pleads anonymity for obvious reasons.
Vehicles are provided to executives to fetch them from their residence and back which, he says, should hardly cover a distance of about 600 km per months, but he alleges, the executives use the vehicles for an average of 1600 km. This only at tests to the fact that vehicles are used extravagantly not only by the executives, but also by their wives and children, cooroborate another executive, who does nto want to disclose his identity.
